I found a tortoise... What kind of tortoise is it, and how can I take care of it?

I found a baby(?) tortoise outside my work. I was affraid that someone would run it over, so I brought it home. It seems a bit odd. It's eyes are closed (unless that I'm looking at the wron). It seems to "rub" it's eytes with it's claws(?). I read in a book that when brining a turtle home one should bathe it. I soakes it in 0.25 inch of water. It drank a lot of water; the poor thing must have been dehydrated. I offered it some watercrest, red cole, spinach, and a bit of red leaf letuce. Thus far, (s)he hasn't eatten. I'm worried. I called several places and nobody know of a vet that specializes on land tortoises... What should I do!? The tortoise is about 1.25 in long by 1 inch wide.
